The Department of Veterans Affairs (VA) is committed to providing seamless care for Veterans, including access to a complete electronic health record (EHR) and shared, transparent care pathways with the Department of Defense (DoD) and community providers.  In order to ensure seamless care for Veterans, VA will move toward a single common system by adopting the electronic health record (EHR) system that is being deployed by DoD, which at its core consists of Cerner Millennium.   Currently the VA is undertaking an enterprise-wide Electronic Health Record Modernization (EHRM) effort through the procurement of the Cerner commercial electronic health record software and related support services. This modernization of VA’s health information management systems will result in a common, single, lifetime health record that both DoD and VA can access, with anticipated improvements in patient care and safety.

ERPi is providing a range of program management, administrative, and technical support activities to the VA’s EHRM Program Executive Office (PEO) in support of this transformative and high-profile enterprise-wide effort. The scope of this program includes PMO support of the EHRM, including the maintenance, enhancement and decommissioning of supporting legacy health systems and support for all projects and programs required for the success of the EHRM.
In this vital VA EHR transformation, we are seeking a Project Manager in Electronic Health Record Modernization (EHRM) to serve as a team lead on projects and to serve as the primary interface between the team and the client. The Project Manager will be a proactive and responsive leader charged to receive all of the Government requests for tasks or work products, manage Contractor resources, and direct the activities of personnel to meet VA-directed contract requirements.

Role Description:
The Project Manager will provide client delivery services to Department of Veterans Affairs programs.  The Project Manager performs tasks requiring management of a large-scale program, encompassing multiple projects, with a total lifecycle budget and complexity comparable to the task order at hand. This position initiates, plans and executes IT programs while monitoring and controlling the individual project work streams to ensure the timely delivery of quality solutions in support of the VA EHR Modernization PEO.   The Project Manager will serve as the single contractor point of contact with/for the VHA requests for SME support and any matter related to the contractor performance. This individual will provide leadership, vision and direction to these key business initiatives by integrating processes, systems, and information to fulfill the initiative’s objectives. The ideal candidate will be an excellent leader and will have progressive experience in indirectly managing staff of different disciplines. This role requires excellent written and verbal communication skills and client relationship building/management skills. 

Tasks may include:
·        Work directly with teaming partners, IT and subject matter experts to formulate and define project objectives, scope and     strategy for program execution in accordance with the customer technical requirements;
·        Manage day-to-day client relationships and communications and represent ERPi at client progress meetings and briefings;
·        Compile and analyze technical data, either directly or in a supervisory capacity;
·        Prepare progress reports and client briefings;
·        Prepare and ensure quality project deliverables;
·        Support customer growth initiatives by identifying additional opportunities and scoping/responding to follow-on tasks;
·        Direct assigned programs throughout the project life cycle, aligning project resources to achieve goals and ensuring established timelines are met;
·        Measure and monitor program progress and health at clearly defined points in the process to ensure that individual project work streams are delivered on time, within budget, and within scope of program goals;
·        Advise VA’s PEO leadership, teaming partners, and other stakeholders on complex project activities;
·        Lead project owners of different work streams (including vendor partners) to ensure overall program goals and objectives are being met;
·        Develop and provide program status to project members and stakeholders, including executive management of teaming partners and senior Leadership within VA;
·        Negotiate project plans, time frames, and trade-offs with customers and teaming partners, and apprise management of impact to project while appropriately balancing project scope, schedule, budget, quality and risks;
·        Develop, analyze and manage multiple project plans and appropriate project management documentation;
·        Facilitate and lead team efforts to establish and monitor customer/supplier relations, support strategic planning and deployment initiatives, and helps develop measurement systems to determine organizational improvement;
·        Coordinate with teaming partners, Business Analysts, Developers, Quality Analysts and vendors to identify and define requirements and indicate areas of business and system impact;
·        Follow IT Software Development Life Cycle policies and procedures including change and risk management;
·        Lead development and/or review of project budgets and resource estimates;
·        Provide instruction on and performs and documents quality assurance reviews;
·        Work with VA’s PEO leadership and teaming partners in improving project disciplines across the organization;
·        May involve supervisory responsibilities of other IT project leaders and/or project coordinators.

Required Skills and Experience:
·        Master’s Degree;
·        Eight years of experience performing on health care consulting projects through the full project lifecycle;
·        Relevant project management experience;
·        Strong analytical skills with ability to define, collect, and analyze data, establish facts, draw valid conclusions, and make logical decisions;
·        Strong organization and prioritization skills;
·        Proven experience developing detailed project plans, project budgets, resource plans, and risk management plans;
·        Ability to work in a dynamic, results-driven environment;
·        Ability to build and manage internal and external relationships at all levels within an organization while possessing diplomacy and cooperative style necessary to work effectively with diverse individuals across functional disciplines;
·        Ability to think strategically to effectively assess clients’ situation and assemble service solutions to meet clients’ needs;
·        Excellence in executive-level oral and written communications (briefings, presentations, and strategic documentation) is critical;
·        Must live in the Washington, DC Metro area.
Education and Certifications Requirements
§  Master’s Degree;
§  Understanding of process improvement methodologies (LEAN, Six Sigma, Human Centered Design).

Desired Skills and Experience:
§  Experience with health care implementation projects, particularly IT and/or her;
§  Experience with Cerner Solutions, or similar;
Project Management Professional (PMP) or similar;
§  Scrum Master Certified (SMC) professional or similar Agile development methodology;
§  Certified Manager of Quality/Organizational Excellence (CQM/OE) or similar Quality Management experience desired.
