Business Analyst

ERPi is looking for experienced statisticians to become part of a growth opportunity, including the expansion of our analytics and human-centered design practice.  
In this instance, we are seeking a consultant to support a core initiative at the Department of Veterans Affairs’ (VA) Veterans Benefits Administration (VBA). This initiative focuses on increasing customer satisfaction through improvement in benefits and service delivery policies, procedures, and interfaces. The initiative helps VBA understand what is important to Veterans to understand how they feel about the delivery of benefits and services.
This initiative uses quantitative methods that join customer satisfaction, customer insights, and operational data. The methods must be rigorous about the quality and validity of the data as well as use sound statistical analysis and synthesis. ERPi is responsible for:
-      Enabling VA to better understand the customer experience
-      Collecting national customer experience data
-      Identifying performance gaps and improvement opportunities that support agency goals
-      Report actionable insights across VA
Job Responsibilities:
The senior business analyst is responsible for:
·        Business Process Analysis – will lead strategy development and implementation/execution of identifying and understanding relevant VA business processes; will leverage functional expertise and stakeholder engagements as inputs to develop recommended process improvements; will lead other information gathering sessions to define business process workflows (using VISIO) to document ‘as-is’ and ‘to-be’ end-states. Must leverage LSS / Baldrige or other equivalent best practices
·        Requirements Documentation – will lead the identification and documentation of requirements using VA’s Rational suite (via user stories and detailed functional requirements); will coordinate with software configuration team to define design solutions, establish technical business rules, and implementation plans
·        Technical Coordination – will serve as VA’s business advocate, identifying business needs and coordinating with technical configuration team; support software development lifecycle planning of VA’s new enterprise solution
·        Program Support – will help develop, implement, and sustain the internal strategic and tactical operations of the program office, including development and execution of: stakeholder engagement strategies, stakeholder interviews, business process assessments
·        Stakeholder Engagement – will lead engagement strategy development and implementation/execution; will conduct stakeholder interviews, collaborative design sessions, and other information gathering forums to define ‘as-is’ and ‘to-be’ states
·        Data Analysis Coordination – will support the data analysis to validate their findings through engagement with stakeholders, staff, and leadership
·        Performs tasks requiring delivery of analysis and advice for management regarding the evaluation of the effectiveness and efficiency of large scale programs and operations.  Tasks may include conducting organization studies that specifically assess and analyze current organization states and management systems; performing gap analyses of differences between current and targeted states; documenting and delivering findings and recommendations; and conducting surveys, focus groups, and other accepted techniques for data collection in support of organization studies that specifically assess and analyze current organization states and management systems.
Required Skills and Experience:
·        BA/BS degree & at least 3+ years’ relevant experience with program management, business management, organizational analysis, and/or operational research
·        Experience assessing business processes analysis / engineering; implementing LSS improvements
·        Experience leading requirements documentation, design, and implementation planning
·        Experience managing teams is strongly preferred
