Senior Policy Analyst - Veterans Affairs Office of Policy & Planning

Job Responsibilities:
VA Modernization efforts are transforming the VA to improve the relationship with Veterans.  At the center of this transformational effort is a commitment to creating an agile, learning culture of continuous performance improvement built on Lean strategies and other Performance Improvement (PI) capabilities.
Currently, many organizations within VA are working to drive Performance Improvement, seeking to facilitate a shift in culture and empower VA employees to improve outcomes for Veterans.  While these committed practitioners are achieving some important results, several notable gaps exist in the current PI structure and culture within VA.
To counter these challenges and capitalize on the opportunity for change, VA wants to build the architecture and enabling environment to foster a culture of continuous improvement.  This “To-Be” state will allow VA to deliver continual value efficiently to Veterans; enable VA employees to lead and contribute to their fullest potential; connect to departmental strategy and goals, and continue to discover better ways of working.
The Policy Analysts shall coordinate projects; develop system(s) for data collection, reporting criteria, and records; research and compile statistics and data for projects; monitor project timelines; create, monitor, and maintain audit files for program compliance; and design and implement procedures to fulfill project objectives and criteria.
This position will also perform tasks which require a general knowledge of project management and project tracking principles as well as an understanding of Performance Improvement (Lean, Six Sigma, Human Centered Design)
Tasks may include
  • Working with stakeholders and other agencies to resolve concerns and issues
  • Preparing agenda items, reports, and statistical summaries and comparisons
  • Performing project management and tracking tasks.
  • Development of forms and questionnaires; compile data and monitor recordkeeping procedures for accuracy
  • Preparation of program reports and survey products.
  • Conducting organization studies that specifically assess and analyze current organization states and management systems.
  • Performing gap analyses of differences between current and targeted states.
  • Creating process flows, charts and presentation decks
Required Skills and Experience:
  • Bachelor’s Degree from accredited college or university
  • 8 years of directly relevant program management/analysis experience
  • Experience working with the Department of Veteran’s Affairs
  • Strong analytical and problem solving skills using process oriented thinking and mathematics
  • Ability to contribute to the development of business cases to support business actions
  • Capacity to establish a rapport with potential and actual clients
  • Understanding of quality assurance and quality control processes
  • Understanding of process improvement methodologies (LEAN, Six Sigma, Baldridge, etc.)
  • Well-developed verbal and written communication skills
  • Strong computer skills with a proficiency in the Microsoft Office suite of products with an emphasis on PowerPoint and Visio
Desired Skills and Experience:
  • Project Management Professional (PMP) Certification
  • Lean Six Sigma Green Belt Certification
  • Master’s degree
  • Ability to contribute to the solution of problems while balancing the needs of the client
  • Skill in identifying complex project issues, risks, or problems in assigned projects and making recommendations for resolutions and improvements
