Instructional System Designer - VHA Financial Management

Job Responsibilities:
ERPi is seeking an experienced Instructional System Designer to provide client delivery services to Department of Veterans Affairs’ Financial Management Business Transformation (FMBT) program to transition VA from its legacy core Financial Management System (FMS) to a modernized Federal Shared Service Provider’s (FSSP) financial management system solution. The FMBT program vision is to provide VA with a modern financial management solution with transformative business processes and capabilities that enable VA to meet its goals and objectives, in compliance with congressional financial management legislation and departmental directives.
The Instructional System Designer will be part of the FMBT program management office team responsible for the oversight of the FMBT program.  The Instructional System Designer will be part of a training team responsible for creating the training program and training materials to that will be delivered across all the US.  Training will be an important tool in the change management process and acceptance of the new financial system.  The ISD will be responsible for developing the training strategy and plan, design and develop the training materials, prepare the instructors, coordinate the deployment of the training, support virtual training sessions and develop web based training if required.  The Instructional System Designer will work closely with the FMBT change management team to engage stakeholders in each VA administration (VHA, VBA, NCA) and other VA financial offices to ensure a smooth roll out of the Momentum system and acceptance by VA financial personnel. 
  • Performs tasks requiring the knowledge and skills for a multidisciplinary approach to training and transition within organizations, programs, and projects. 
  • Tasks may include:
    • Develop a training plan commensurate with training the nine financial processes supported by the new financial system.
    • Engage stakeholders and subject matter experts to determine learning objectives, and validate training requirements.
    • Assess existing training materials for its utility in repurposing it for the FMBT program.
    • Develop training plan, design documents, story boards and deployment plan, evaluation plan.
    • Develop training materials and job aids which may include:instructor guides, participant guides, classroom activities, practice scripts, virtual teaching guides and Web Based Training and evaluation instruments, desk side system process guides.
    • Integrating training activities into project plan, and evaluating and ensuring user readiness;
    • Identify and manage anticipated resistance;
    • Coordinate with change management team for tactical and deployment communications;
    • Be a liaison to VHA, VBA, NCA, and VACO, manage stakeholders, support delivery & implementation management, and track and report issues;
  • Excellence in executive-level oral and written communications (briefings, presentations, and strategic documentation)
  • Manage day-to-day client relationships and communications and represent ERPi at client progress meetings and briefings.
  • Prepare progress reports and client briefings.
  • Prepare quality project deliverables.
  • Help to plan and execute program within client governance structure.
Required Skills and Experience:
  • BA/BS degree in education or training
  • Six years of experience performing on Federal government consulting projects.
  • Experience with the ADDI process
  • Experience with an evaluation process such as Kirkpatrick
  • Strong analytical skills with ability to define, collect, and analyze data, establish facts, draw valid conclusions, and make logical decisions.
  • Strong organization and prioritization skills.
  • Excellent written, verbal and presentation skills.
Desired Skills and Experience:
  • Department of Veterans Affairs experience.
  • Developed training for financial Management or enterprise level implementation.
  • Ability to work in a dynamic, results-driven environment.
  • Ability to build and manage internal and external relationships at all levels within an organization while possessing diplomacy and cooperative style necessary to work effectively with diverse individuals across functional disciplines.
  • Ability to think strategically to effectively assess clients’ situation and assemble service solutions to meet clients’ needs.
