The Department of Veterans Affairs (VA), VHA, requires professional support services to assist the Principal Deputy Under Secretary of Health (PDUSH)—who is accountable for specific health care programs enabling and supporting virtually every aspect of patient care provided to Veterans-- with the development, administration, and management of various emerging initiatives, some of which are legislatively mandated.  The Office of Strategic Integration | Veterans Engineering Resource Center (OSI|VERC), organizationally aligned under the PDUSH, is spearheading this implementation of program management capabilities and is improving the planning and execution of the Administration’s projects.

ERPi will provide services of a cadre of highly knowledgeable and experienced personnel (program management and program implementation resources; health systems subject matter experts; communication experts; budget analysts; and program analysts) to provide direct expert recommendations and to support the further development and provision of program management best practices, program implementation, program evaluation, change management implementation, and business processes, standards, and procedures under the auspice of the various emerging programs including the Veterans Access Choice and Accountability Act of 2014 (VACAA) and the VA Mission Act of 2018.

The Role:
ERPi is looking for Senior Program Consultants to support VHA in the analysis and evaluation of program effectiveness.  This includes program reviews requiring systematic ways of assessing the quality of current and future VHA programs to determine ways to improve programs.  This includes measuring success, outcomes, and improvement programs.   In some instances, the Program Consultant shall assist VHA in executing program operations to meet the previously established goals and objectives.  In addition, the Program Analyst shall provide input on the program evaluation and improvement of the organization and management of projects and programs to increase productivity/program performance.  The Program Consultant shall also assist VHA in the identification of program resources and assist in the development of program reports.

This Program Consultant should demonstrate proven abilities in the following areas:
  • Identifying and addressing client needs: building solid relationships with clients; communicating with the client in an organized and knowledgeable manner; delivering clear requests for information; demonstrating flexibility in prioritizing and completing tasks.
  • As a team member, understanding personal and team roles; contributing to a positive working environment by building solid relationships with team members; proactively seeking and providing guidance, clarification and, feedback to less experienced staff.
  • Communicating in an organized and knowledgeable manner in written and verbal formats including presenting to senior executives, developing lasting relationships, delivering clear requests for information and communicating potential conflicts.
  • Conducting quantitative and qualitative analyses of large and complex data.
  • Managing engagement(s): staying educated on current trends and assisting in the development of knowledge capital, contributing to project planning, engagement administration, budget management, and project execution.
  • Collaborating with business development teams that write and present proposals to prospective clients.
  • Identifying and addressing client needs while displaying the ability to contribute to the development of a business vision and manage implementation efforts with complex project management capabilities.
  • Supporting practice management for a specific operation or process.
  • Interacting with stakeholders and business colleagues to analyze and define business requirements and related project reporting, developing methodologies to create and enhance applications and tools.
Required Skills and Experience:
  • At least 4 years of proven experience in a large scale Government Integrated Health Care System
  • Extensive experience in a large scale Government Integrated Health Care System with substantive programs focused on Veterans health care and outreach
    • (e.g.  Patient Centered Medical Home; Mental Health; Prosthetics; Tele Health; Mental Health (including Residential Rehabilitation and PTSD); Women’s Health; Specialty Care; Veterans Homelessness; Geriatrics and Extended Care; Rural Health; Patient Centered Care; and, Complementary and Alternative Medicine (CAM)).  
  • Bachelor’s degree
