Policy Analyst - Technical Writer

ERPi is currently seeking full time Policy Consultants to provide onsite support at our Washington, DC site.    

Overview

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), requires professional support services to assist VHA in addressing the Government Accountability Office’s (GAO’s) concerns with ambiguous policies and inconsistent processes within VHA.  Given the findings identified in the 2015 GAO High Risk Report, ERPi’s cadre of highly knowledgeable and experienced personnel ensure that VHA policies are current, evidence-based, and promote VHA’s core values and strategic goals. ERPi developed and is executing enterprise-wide analysis and review of VHA policies to ensure consensus on national guidance, integration of accountability and oversight elements into policy, harmonization of national policies with local guidance, and improved communication and implementation. 

The Role:
ERPi is seeking Policy Analysts to support in the development and recertification of VHA national policies. Policy Analysts individually manage a portfolio of policies and collaborate with Program Offices to develop national policies that are compliant with current statutes, and accreditation requirements, do not result in unfunded mandates, contain oversight requirements and ensures adequate organizational feedback loops. Policy Analysts execute technical reviews, regulatory analyses and systematic assessments of potential variations in field implementation. The Policy Analyst will also assist in identifying areas for improvement in national policy to minimize VA medical facility burdens as well as streamlining the policy development process.

Tasks
  • Oversight of VHA National Policies. 
  • Serving as a cadre of professional writers to develop, review and update national policies.
  • Developing and maintaining centralized repository of pseudo-policy vehicles to promote consistency of utilization and standardization.
  • Maintaining a repository of VHA national policies and Program Office points of contact and updates.
  • Identifying policy development areas of improvement based on metrics and VA and VHA organizational needs and priorities.
  • Developing tools to enhance stakeholder involvement and increase transparency in national policy development.
  • Tracking and reporting policy development and publication timelines.
  • Improvements in VHA National Policy.
  • Assessing VA and VHA current state and future state, evaluating organizational challenges, and conducting market analyses to integrate best practices in policy development.
  • Developing and updating step-by-step process guides and process maps.
  • Conducting field-based interviews to identify the root causes for ambiguous policies and inconsistent processes.
  • Developing a structure for national policy to address VHA’s continuum of care.
  • Reviewing local level policies to assess implementation inconsistencies and provide recommendations to RPOs to improve national policies.
  • Reviewing OIG and GAO reports for policy-related matters.
  • Ensuring published VHA policies comply with Section 508.
  • Data Analyses. Conducting data analyses to assess areas of improvement and provide recommendations for improvements in efficiency and effectiveness.
  • Change Management.
  • Coordinating with the other four GAO High Risk Areas to ensure oversight, financial, human resource, training, and IT concerns are met.
  • Ensuring the incorporation of feedback loops in national policies to ensure effective risk management and controls.
  • Designing and developing policy requirements that include legal authority; performance metrics; resource needs; costs analysis; and communications plans.
  • Standardizing communication of policy expectations during all phases of policy development to ensure consistent implementation.
Required Skills and Experience:
• Bachelor’s Degree from accredited college or university
• 6 years of work experience
• Technical writing/editing experience
• Strong analytical and problem-solving skills
• Capacity to establish a rapport with potential and actual clients
• Well-developed verbal and written communication skills
• Strong computer skills with a proficiency in the Microsoft Office suite of products with an emphasis on Word
 
Desired Skills and Experience:

• Master’s degree
• Project Management Professional (PMP) Certification
• Legal, Risk Management, Clinical, or Health Care Administration experience
• Understanding of quality assurance and quality control processes
• Identifying and addressing client needs: building solid relationships with clients; communicating with the client in an organized and knowledgeable manner; delivering clear requests for information; demonstrating flexibility in prioritizing and completing tasks.
• As a team member, understanding personal and team roles; contributing to a positive working environment by building solid relationships with team members; proactively seeking and providing guidance, clarification and, feedback to less experienced staff.
