Program Manager - VHA Office of Strategic Integration

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), requires professional support services to assist VHA and the Principal Deputy Under Secretary for Health (PDUSH)—who is accountable for specific health care programs enabling and supporting virtually every aspect of patient care provided to Veterans-- with the development, administration, and management of various emerging initiatives, some of which are legislatively mandated.
ERPi will provide services of a cadre of highly knowledgeable and experienced personnel (program management and program implementation resources; health systems subject matter experts; communication experts; budget analysts; and program analysts) to provide direct expert recommendations and to support the further development and provision of program management best practices, program implementation, program evaluation, change management implementation, and business processes, standards, and procedures under the auspice of the various emerging programs including the Veterans Access Choice and Accountability Act of 2014 (VACAA).
Role Description:
ERPi is seeking an experienced Task Order (TO) Program Manager to serve as the primary interface with the requiring VA organization and Contracting Officer’s Representative (COR). The TO Program Manager will receive all of the Government requests for tasks or work products and direct the activities of personnel to meet contract requirements. The TO Program Manager shall be proactive and responsive to managing Contractor resources and meeting VA requirements.
The Program Manager will provide client delivery services to Department of Veterans Affairs programs on Agile Delivery of VA Imminent Strategic and Operational Requirements (ADVISOR) contract vehicle. The Program Manager performs tasks requiring management of a large-scale program, encompassing multiple projects, with a total lifecycle budget and complexity comparable to the task order at hand. Such experience shall include planning, initiating, managing, executing and closing out programs in support of an integrated Health Care System. The Program Manager shall assist VA in the execution of targeted program goals. This role requires excellent written and verbal communication skills and client relationship building/management skills. The Program Manager will serve as the single contractor point of contact with/for the VHA requests for SME support and any matter related to the contractor performance.
Tasks may include:
o Formulating and defining system scope and objectives in accordance with the customer technical requirements;
o Compiling and analyzing technical data;
o Facilitating a kick-off meeting, developing and maintaining a work plan, and developing monthly status reports and executive-level briefings
o Advising VA management and customers on complex project activities
o Working closely with customers to define communication systems and equipment requirements
o Providing instruction on and performing and documenting quality assurance reviews.
o Excellence in executive-level oral and written communications (briefings, presentations, and strategic documentation)
o Manage day-to-day client relationships and communications and represent ERPi at client progress meetings and briefings.
o Prepare progress reports and client briefings.
o Prepare quality project deliverables.
o Help to plan and execute program within client governance structure.
o Support client growth initiatives by identifying additional opportunities and scoping/responding to follow-on tasks.
Required Skills and Experience:
o Six years’ of experience performing on Federal government consulting projects through the full project lifecycle in a large Health Care organization.
o Ten or more years of relevant Program Management experience.
o Master’s Degree
o PMP Certification or similar in quality
o Understanding and proven application of project management best practices such as PMI’s PMBOK.
o Strong analytical skills with ability to define, collect, and analyze data, establish facts, draw valid conclusions, and make logical decisions.
o Strong organization and prioritization skills.
o Proven experience developing detailed project plans, project budgets, resource plans, and risk management plans.
o Ability to work in a dynamic, results-driven environment.
o Ability to build and manage internal and external relationships at all levels within an organization while possessing diplomacy and cooperative style necessary to work effectively with diverse individuals across functional disciplines.
o Ability to think strategically to effectively assess clients’ situation and assemble service solutions to meet clients’ needs.
